Francesco Di Mariano gave Roma a 22nd minute lead from the penalty spot but Lazio were level three minutes later when Josip Elez equalised.
The winner came from Riccardo Serpieri as he slid in to convert Balde Diao Keita’s cross that dangerously drove across goal.
